Around half a million planning applications are submitted throughout the UK each year.
Around two thirds relate to 'householder' applications – that is for extensions or alterations to an individual's house. Ask any planner though and they'll tell you that they are forever wrestling with the complexities of what development is permitted and what is not.

But 1 October 2008 saw the introduction of new rules for householder development. These are intended to provide more freedom and reduce the number of planning applications.
