Payment mechanisms in local authority PFI schemes: transport projects

Abstract

Deals with the payment mechanism for schools PFI projects, and has been prepared to supplement and build on the Standardisation of PFI Contracts guidance, and the 4Ps guidance on Output Specifications for PFI Projects and Standardisation of Local Authority PFI Contracts. Aims to help Local Authorities to develop the payment mechanism for their transport PFI transactions, for both the Outline Business Case and the Invitation to Negotiate (ITN). To date, Local Authorities have successfully used the PFI for the procurement of light rapid transit projects, street lighting schemes and road schemes, and this guidance concentrates on these three types of transport project.

The Public Private Partnerships Programme (4Ps) is a body set up by the predecessors to the Local Government Association to assist local authorities in England and Wales develop and deliver PFI projects and other partnerships with the private sector. 4ps is now known as Local Partnerships, a joint venture between the Local Government Association and Partnerships UK, incorporating 4ps and all its current services.
