Toolkit for HRA PFI authorities

Abstract

In working with Authorities developing the first HRA Pathfinder schemes, the 4ps identified a number of areas where it was felt that guidance at an early stage might be particularly useful. 4ps developed a toolkit which, it was hoped, would provide a starting point for key areas of work, promote a standardisation of approach to certain tasks and help to reduce initial costs. This toolkit was based around the principal items to be covered at OBC stage and then, subsequently, in more detail at the ITN stage. The toolkit also contains a financial model. This is specifically included to assist Authorities to assess the cost of a PFI proposal to the local authority taking into account the level of payments to a PFI Operator, the subsidy received through the PFI credits and the savings realised.

Public Private Partnerships Programme (4Ps)

The Public Private Partnerships Programme (4Ps) is a body set up by the predecessors to the Local Government Association to assist local authorities in England and Wales develop and deliver PFI projects and other partnerships with the private sector. 4ps is now known as Local Partnerships, a joint venture between the Local Government Association and Partnerships UK, incorporating 4ps and all its current services.
