Abstract

Updated version of earlier guidance taking account of changes and emerging good practice in Local Authority PPP and PFI projects. Produced primarily to provide a framework for Local Authorities who are considering the procurement of a service or project through a PPP, strategic service partnership, PFI, or design, build, and finance and operate (DBFO) route. Promotes a structured and systematic approach to the development of the service or project and the Outline Business Case (OBC), and seeks to ensure that the decision to procure the project or service through a PPP or PFI route is based upon a robust strategic and financial analysis of the options available.
