Project procurement and delivery guidance - using two stage open book and supply chain collaboration

Publication Year

2014

Document Status

Abstract

Comprises guidance that aims to help central and local government bodies to work with the construction industry more effectively. Focuses on the two stage open book model in which a client invites prospective integrated teams to bid for a project based on their ability to deliver an outline brief and cost benchmark. Following the first stage competition, the appointed team works alongside the client to build up a proposal, the construction contract being awarded at the second stage. This differs from the cost-led procurement model in reducing industry bidding costs, enabling faster mobilisation and in providing the opportunity for clients to work earlier with a single integrated team.

Document History

Produced by King's College London Centre of Construction Law and Dispute Resolution. Related to the following: Two stage open book - frequently asked questions; New models of construction procurement - introduction to the guidance for cost led procurement, integrated project insurance and two stage open book (both CO, 2014); and Government construction strategy (CO, 2011).
