Abstract
Provides a detailed account of the condition of homes and places in England in 2003, including progress made since 1996 and 2001. As well as updating the profile of the housing stock, this annual report covers a number of key policy areas, including decent homes, housing conditions of vulnerable households living in the private sector and energy efficiency.
