Eco-towns: folly or inspiration?
The Government has committed £8 billion to delivering 3 million new homes by 2020. Now, with communities across the country facing critical economic challenges and house building having virtually ground to a halt, most in the industry now agree that this target is impossible. Yet the urgent need for new housing remains, as does the key questions: 'Who is going to develop these new homes?' and 'On what land?' Eco-towns are being championed by the Government as a key part of the solution to the UK's housing crisis, as a combined response to three challenges: climate change, the need for more sustainable living and the need to increase housing supply.
In essence, eco-towns are new towns of between 5,000 and 20,000 homes with the highest set of green credentials. To qualify as an eco-town, key criteria must be met: they must be new settlements, separate and distinct from existing towns but well-linked to them. The development as a whole should deliver zero carbon standards and should be an exemplar in at least one area of environmental sustainability. They should provide a range of facilities, including a secondary school, a medium scale retail centre, business space and green spaces. Between 30% and 50% must be affordable housing for mixed communities and offer a wide range of tenures. And they must create a management body to help develop the town and co-ordinate both the delivery of services and the management of facilities.
