Sets out; the basic rules of ethical conduct in procurement; the responsibilities of staff and managers; advice on appropriate systems and procedures supporting ethical behaviour, which in many respects are the same as those which provide a safeguard against fraud; and the legal framework (including that relating to the acceptance of gifts and hospitality).
