Abstract

Looks at the use of planning obligations in England (often known as section 106 agreements) supplemented by the community infrastructure levy (CIL) during the 2016/17 financial year. Provides an update on the evidence on the current value and incidence of planning obligations, investigating the relationship between CIL and section 106 agreements. Also examines negotiation processes and delays to the planning process, and explores the monitoring and transparency of developer contribution.
