Abstract
Presented as an example of the benefits that partnering and best practice can bring. Birmingham City Council founded the Birmingham Construction Partnership as a collaboration of contractors, design and specialist supply chains, tasked with delivering larger projects, to improve construction provision and procurement.

The Office of Government Commerce (OGC) was established to help Government deliver best value from its spending. They publish a series of procurement guides, and other documents to sustainability, risk management and cost management in construction. The Property Advisers to the Civil Estate (PACE) was merged with other organisations in 2001 to join the OGC.
