Provides guidance on habitats to include when calculating the pre-development biodiversity value for nationally significant infrastructure projects (NSIPs). Covers: habitats to include in the baseline, habitats that can be excluded from the baseline, uncertain project design details and providing evidence of what is in the baseline.
