Abstract

Practical framework for local highway authorities to assess, manage, and adapt highway infrastructure to the growing risks posed by climate change, including severe weather events, extreme weather conditions, and long-term climatic shifts. It outlines methodologies for updating resilient route networks, conducting local climate risk assessments, and integrating adaptation measures into asset management and maintenance strategies to improve network resilience and service continuity. Drawing on current legislation, national adaptation policies, industry standards, and case-based guidance, the document supports highway asset managers in planning effective responses to climate-related impacts such as flooding, heatwaves, drainage failures, landslips, and infrastructure deterioration.
