Carbon leadership programme: Spring 2026 update

Abstract

An update report on ADEPT’s Carbon Leadership Programme (CLP), a Department for Transport-funded initiative that helps Local Highways Authorities measure carbon emissions and assess carbon management practices across the local roads sector. It summarises early findings from participating authorities, including carbon footprint data, best practice assessments, benchmarking insights, and key delivery progress. It also highlights emerging trends, challenges, and opportunities to improve carbon reduction and support the transition to a more sustainable highways network.
