Abstract
PFI is being used increasingly as a procurement method for Local Authority projects. It accounted for about 20% of government-funded, council capital expenditure in 2000, and around 160 projects, involving many hundreds of buildings. Provides detailed guidance for Local Authorities procuring buildings and related projects through PFI and other forms of Public-Private Partnership, to help ensure high design standards.

Public Private Partnerships Programme (4Ps)
The Public Private Partnerships Programme (4Ps) is a body set up by the predecessors to the Local Government Association to assist local authorities in England and Wales develop and deliver PFI projects and other partnerships with the private sector. 4ps is now known as Local Partnerships, a joint venture between the Local Government Association and Partnerships UK, incorporating 4ps and all its current services.
