Abstract
New approach, which has led to the setting up of a Joint Venture Company (JVC) in April 2001, in partnership with British Telecommunications (BT). The Contract between the city council and the JVC is valued at £300m and is for 11 years. The joint venture route has been chosen in order to build in a genuine partnership, ensure flexibility to meet changing requirements, and to secure a long-term relationship. The joint venture initially includes the council’s ICT infrastructure, together with a package of services including revenues and benefits, human resources, payroll, and customer contact centres. A key feature of the partnership is that Liverpool staff have been seconded to work in the JVC, thus remaining employees of the city council.

Public Private Partnerships Programme (4Ps)
The Public Private Partnerships Programme (4Ps) is a body set up by the predecessors to the Local Government Association to assist local authorities in England and Wales develop and deliver PFI projects and other partnerships with the private sector. 4ps is now known as Local Partnerships, a joint venture between the Local Government Association and Partnerships UK, incorporating 4ps and all its current services.
