Aims to help Local Authorities to develop the payment mechanism for their transport PFI transactions, for both the Outline Business Case and the Invitation to Negotiate (ITN). To date, Local Authorities have successfully used the PFI for the procurement of light rapid transit projects, street lighting schemes and road schemes, and this guidance concentrates on these three types of transport project.
