Abstract
Guidance produced to help client organisations - primarily, but not exclusively, Local Education Authorities and schools - to prepare an Output Specification for a PFI Design Build Finance and Operate (DBFO) Schools project. This guide aims to be informative rather than prescriptive, and to reflect emerging good practice. Whilst this guidance relates specifically to a school project, much of the advice and the detail given is just as relevant to PFI projects in other local authority service areas, and will also be of value to private sector firms and PFI advisers. In addition, much of the approach outlined in this guidance is applicable to more traditional forms of procurement.
