Abstract
London Borough of Harrow wished to implement new technology into its Revenues and Benefits Sections. Having evaluated the various procurement options it concluded that the Private Finance Initiative (PFI) could best deliver the specified level of services. As a result a PFI contract between the authority and a private sector partner was signed in October 1997. This update of the original 4Ps/Harrow case study will provide information on the new arrangements for obtaining PFI credits and information on implementation of the project to date that will assist the planning of any future schemes.
