Abstract
Examines the arrangements reached between the London Borough of Brent (Brent Council) and the concessionaire PFI Lighting Limited for the provision of a street lighting service under the Private Finance Initiative (PFI). The contract was signed in December 1998 and is the first street lighting project to be procured through the PFI. The project brings considerable benefits, chiefly the early implementation of a lighting service to modern standards that should contribute towards improvements in road safety and reductions in the fear of crime.
