Abstract

The new Part L (Conservation of fuel and power) of the Building Regulations for England and Wales was issued in July 1995, and contains, for the first time, requirements on energy efficient lighting. These requirements apply to all new non-domestic buildings of over 100m² floor area, and to certain buildings which are undergoing a change of use. An Approved Document gives the requirements and examples of ways in which they can be met, comprising: (a) selecting lamps from a given list; alternatively showing that average lamp circuit efficacy is at least 50 lumens/watt. (b) flexible lighting controls enabling the benefits of daylighting to be obtained; localised switching, photoelectric control, or time switching as appropriate. (c) equivalent provisions, such as following the energy efficiency and controls recommendations in the CIBSE Code for Interior Lighting. This Guidance Note explains the scope of the new requirements, and expands on the guidance in the Approved Document. It is aimed at building services contractors, lighting designers and building control officers.
