European Commission's proposed Construction products regulation: impact assessment

Abstract
When first introduced, the 1989 Construction Products Directive (CPD) aimed to remove technical trade barriers through a comprehensive system of assessing and labelling construction products, the CE mark. The directive was implemented into UK law through the Construction products regulations 1991 (SI 1991/1620). Four Member States, including the UK, are still using a voluntary basis for CE marking. The European Commission is now proposing changes to the Construction products regulations, to ensure CE marking is accepted as mandatory and to introduce a basic works requirement (BWR) for sustainable use of natural resources. This impact assessment offers government preferred option to accept the proposed changes.
