Low carbon pioneer cities heat networks project: a process evaluation

Abstract

Comprises an evaluation of the Low Carbon Pioneer Cities Heat Networks project in which 3 cities and 2 unitary authorities (Leeds City Region, Greater Manchester, Newcastle, Nottingham and Sheffield) were supported to move towards the deployment of low carbon heat networks. Looks at: the extent to which the project helped LAs to overcome barriers to developing low carbon heat networks; progression in the 5 areas; how well the project itself worked; how well practices at the city level worked; understanding the local context that has driven (and affects) the development of heat networks; and specific decision making processes at a local level.
