Abstract

To invite comment on proposals to amend procedures contained in Part VA of the Highways Act 1980 for the environmental impact assessment of projects for the construction or improvement of highways with regard to public participation and access to justice.

This consultation package on Highways (environmental impact assessment) draft regulations 2006 comprises an executive summary, Draft highways (environmental impact assessment) regulations 2006, consultation response form, Annex A The draft regulations, this Annex B Non-legal consolidation of Part VA of the Highways act 1980, Annex C Directive 2003/35/EC, Annex D Non-legal consolidation of the EIA Directive 85/337/EEC and Annex E Transposition table. The effects of the amendments made by the draft regulations are indicated by crossings out and bold underlined text. Consultation closed on 14 December 2006. No longer applicable as draft legislation superseded by Highways (environmental impact assessment) regulations 2007, SI 2007/1062.
