Proposals to devolve local major schemes for the next spending review - impact assessment

Abstract

To explore options for creating a system that is responsive to local economic conditions, delivering value to the tax-payer and enabling local growth for new transport schemes beyond 2014/15. The preferred option 2 involves allocating budgets and handing decisions over to local transport consortia. Option 3 will allocate budgets and decisions to 87 individual local transport authorities and option 4 comprises a centrally run appraisal and approval process with sub-national bodies advising on priorities with a rolling programme with schemes approved throughout each spending review period.
