Concentrates on areas which are particular to enabling development and other proposals to succeed where financial viability is a key issue. Covers the planning framework, the legal basis for requiring the financial and other justification necessary and understanding the heritage asset and mitigating impacts. Also covers options, understanding figures, decision making, securing the benefits, monitoring and enforcement.
