Abstract

Supporting guidance which provides Member States with a clear understanding of the directive's requirements, assists in implementing the directive such as to meet its requirements and gain the benefits expected from it, and enable Member States to understand better the purpose and operation of the Directive, and to consider the implications it will have for their own planning procedures.
