Housing technical note: housing need and capacity in the South East

Abstract

In making an assessment of housing need and capacity in the South East, the Government has taken into account a number of factors. The purpose of this Annex is to set out clearly what these are. Housing need and capacity are looked at separately, before the Government's conclusions are set out. This Note is essentially concerned with the Rest of the South East (ROSE) outside London, but a summary of the position in Greater London is also given.
