Technical Report 5 Brightness of illuminated advertisements

Abstract

Intended as a guide for establishing acceptable lighting levels for illuminated signs other than road traffic signs, such that the purpose of these installations can be achieved without detrimental effects to public safety. It provides guidelines in three main areas. Firstly for the planning authority for establishing suitable lighting levels for illuminated advertisements, secondly for the advertisement designers and manufacturers in order to produce acceptable results and thirdly for the local authority lighting engineer or planning authority to assess and measure the completed installation in order to ensure that it complies with the specified limits of lighting levels and continues to do so throughout its life. The original work arose by request from the Association of Municipal Corporations in 1970 and was developed from the Electrical Sign Manufacturers' Association recommendations.
