Abstract
Looks into the reasons for the increasing volume of appeals, under Section 78 of the Town and Country Planning Act 1990, and the recent increased popularity of hearings as the method of conducting these cases. The main report presents findings on these issues from statistical analysis and discussions with selected actors, local planning authorities (authorities) and planning advisers.
