Abstract
Considers the steps needed to ensure improvements in the quality of design of building and infrastructure projects procured by the public sector. The document concludes that good design can: offer value to taxpayer; development costs in relation to whole life operating costs might be smaller; encourages good practice principles through different procurement methods; raising the standards of recognition of responsibility, client commitment to quality in design, realistic budgets, benchmarks, communication, planning and procurement.
