Strategic planning: effective cooperation for planning across boundaries

Abstract

Looks at how the provision of housing, jobs, infrastructure as well as other services can be better coordinated through effective strategic planning by local authorities in particular. Based around 6 general principles: focus - being efficient in the use of resources and clear about its purpose; genuinely strategic – dealing only with matters which require resolution across boundaries; spatial – i.e. it should make choices between places, not simply establish general criteria for later decision making; collaborative - meaning that partners work together to see how they can deliver each other’s agendas; strong leadership – so that negotiations between places are productive and not protracted; and accountable to local electorates. Also makes recommendations for all the nations of the UK and Ireland on how strategic planning can be implemented and provides a range of case studies to illustrate.
