Abstract

The report is a result of a survey of Stockton-on-Tees to assess how the vacant upper floors of commercial premises could best be brought back into use, particularly residential use, as part of the Living Over the Shop (LOTS) scheme. Although the buildings considered are solely in Stockton-on-Tees, the summary of the national context and the methodology used are applicable elsewhere.
