Abstract

Hazardous substances which can kill or maim are transported in large quantity by road in the UK. The vehicles which ply this trade have almost unrestricted access to the highways systems. This report describes studies undertaken to address this problem and to provide background information for decision making in respect of the control or otherwise of the movement of hazardous goods on the motorway and trunk road system in the UK.
