Abstract
Explains the new categories of planning application which must be referred to the Welsh Ministers, where local planning authorities are minded to approve them. The new direction replaces existing directions contained within Circulars 39/92 and 61/93, which are now cancelled.

Supersedes DOE Circular 15/93 (Welsh Office Circular 61/93). Also supersedes DOE Circular 19/92 (Welsh Office Circular 39/92) with respect to Wales only; and part of paragraph 52 of Minerals Technical Advice Note (MTAN) 1: Aggregates (NAW, 2004).
